Delaware Judge Charles H. Toliver, IV Joins Morris James LLP

Wilmington, DE (Law Firm Newswire) June 2, 2014 – Morris James LLP is pleased to announce that Judge Charles H. Toliver, IV will join the firm in June, 2014, at the completion of his second 12-year term as Judge of the Delaware Superior Court. Judge Toliver was initially appointed to the bench in 1990 by Delaware Governor Michael N. Castle and reappointed in 2002 by Governor Thomas R. Carper. Judge Toliver will be a partner in the Litigation Practice and a member of the firm’s Alternative Dispute Resolution Group. Judge Toliver’s practice will center upon civil, corporate and domestic relations mediation, arbitration and case analysis.

During his 24 years on the Delaware Superior Court, Judge Toliver presided over numerous civil and criminal matters, including capital murder cases. He maintained a special interest in the “Re-entry Court,” which focuses on reducing recidivism by addressing the particular needs of offenders returning to society after having served time in prison. Judge Toliver also supervised the management of cases involving juveniles facing charges as adults in Superior Court.
Of his decision to retire and enter into private practice, Judge Toliver states, “After 24 years, I think the time is right for me to do something else. Morris James seemed to be an excellent fit. Judge Toliver formerly served as Assistant City Solicitor for the City of Wilmington (1975-1978). From 1978 until his appointment to the Superior Court, he was engaged in the private practice of law with Leonard L. Williams & Associates and Biggs & Battalgia, both in Wilmington. Judge Toliver has also served as an adjunct instructor at the University of Delaware and at Delaware State University.
He is a member of the Board of Directors of the Lincoln Club of Delaware and the Greater Wilmington Convention and Visitors Bureau. He is also a former Chairman of the Wilmington Housing Authority and has served as a member of the Delaware Public Employment Relations Board, the Delaware Violent Crimes Compensation Board, the Wilmington Pension Arbitration Board, and St. Anthony’s Community Center. In 2003, Judge Toliver was appointed as one of the two representatives from the State of Delaware on the Brown v. Board of Education 50th Anniversary Commission National Commission by President Bush. Before being appointed to the Superior Court, he served as Treasurer and Assistant Treasurer of the Delaware State Bar Association and as an associate member of the Board on Professional Responsibility of the Delaware Supreme Court.
Judge Toliver is a native Delawarean and a graduate of the public schools of this State. He received his undergraduate degree in History from the Hampton Institute, Hampton, Virginia, in 1972. His Juris Doctorate was earned in 1975 from the University of the Virginia School of Law in Charlottesville, Virginia. He was admitted to practice before the Delaware Supreme Court in 1975, the U. S. District Court for the District of Delaware in 1976 and the U. S. Court of Appeals for the Third Circuit in 1978. In 2000, Judge Toliver received a Certificate of Judicial Development (General Jurisdiction Trial Skills) from the National Judicial College in Reno, Nevada.
