The firm is now the largest in the tri-state area with a dedicated full-time team focused entirely on special education law and advocacy, special needs planning, estate planning, and guardianship. The firm recently added noted attorney Sheryl Frishman, Esq., immediately enhancing the firm’s ability to deliver comprehensive services to the families of students and adults with special needs.

Michelle Frank, Esq. is the firm’s new lead special needs planning attorney. Michelle is a seasoned attorney who is licensed in New York and Connecticut. She is admitted to the US Tax Court. In addition to her law degree, Ms. Frank has her Masters in Accounting, her MS in Taxation and is a NYS licensed CPA. In addition to special needs planning and guardianships, Michelle has an extensive background in Federal and State Tax Matters Tax Controversies, Tax Compliance, Estate Planning and Estate Probate and Administration
Alison Cohen, Esq. has ten years of experience litigating complex commercial, securities and employment matters. Ms. Cohen has represented companies and individuals before state and federal courts, various arbitration forums, self-regulatory organizations, and state and federal agencies. Alison was associated with two national law firms and a Wall Street law firm before joining Barger & Gaines where she is using her extensive trial skills to help families in disputes with school districts over the rights of students with special needs.
Nanette Saturn, an experienced special education advocate who left her thriving private special education advocacy practice to join Barger & Gaines. Nanette has worked exclusively in special education for the last 12 years, with experience working as a special education advocate for a private law firm and as a pro bono advocate through Putnam Independent Living Center. Nanette has coordinated workshops for parents throughout New York State and is the current Co-Chair of the Lower Hudson Valley Special Education Task Force and a member of the NYS Special Education Task Force Governing Council.
Isabel Hershkowitz, is our firm’s New Director of Marketing and Outreach. Isabel, previously of Legal Services of Hudson Valley and Putnam Independent Living Center, has put together countless programs throughout New York State, in Special Education and Special Needs Planning matters, and has coordinated trainings and conducted trainings herself for lay advocates throughout New York State. Isabel is fluent in Spanish and will also assist our Spanish speaking families. The addition of Isabel to our team will allow Barger & Gaines to directly help underserved Hispanic and Latino families with special needs in the tri-state area.
