Instead of improving the process, it led to some veterans being overpaid, and others being underpaid or not paid at all for their benefits. The measures awaiting Trump’s signature ensure veterans receive their benefits on time going forward, while protecting others against consequences for the VA’s failure to properly process their benefits.
